The Institute for Democracy “Societas Civilis” – Skopje (IDSCS) in cooperation with the Konrad Adenauer Foundation monitored the implementation of the reforms from Macedonian Government Plan 3-6-9. Based on the methodology developed by IDSCS, the realization of the activities stated in the plan was assessed.
In that direction, a press conference was held on 3 May 2018 (Thursday) starting at 10 am at the EU InfoCentre in Skopje, where the findings from the third report on monitoring of the implementation of activities from the Plan 3-6- 9 in the last three months as well as the plan as a whole. The main conclusion of this report is that the main goal of the reform Plan 3-6-9, obtaining a clear recommendation for starting accession negotiations has been achieved. However, the monitoring findings suggest that despite the appropriate prioritization of the reform agenda, part 9 has a partially satisfactory status of implementation.
Regarding the overall plan, what can be drawn as conclusion is that the Plan 3-6-9 achieves a satisfactory degree of implementation of 60%. 23% of the activities are marked as immeasurable. The plan satisfactorily (51%) addresses the recommendations of the Priebe reports and the urgent reform priorities. In the following period, it is essential to prepare a new reform plan in cooperation with all socio-political stakeholders, and taking into account the already undertaken activities from the Plan 3-6-9 and the remarks from the European Commission Report on Macedonia.
