Local inspection services are a key mechanism for enforcing regulations in areas that directly affect citizens’ daily lives, yet their functioning remains insufficiently researched, coordinated, and regulated. This creates a gap between the legal framework and its practical implementation, enabling discretionary decision-making and risks of corruption
The project “Local Inspectors Under the Lens: Strengthening Legality and Responsibility in Local Inspections” addresses the situation of institutional fragmentation, insufficient accountability, and weak public oversight by generating systematic, evidence-based knowledge and promoting public and institutional discussion of reforms to the local inspection system. The activities focus on comprehensive mapping of the state of local inspections, analysis of the legal framework and its gaps, identification of corruption risks, and assessment of the mechanisms of legality and accountability
In this regard, the project will work towards achieving the following objectives:
- To enhance legality, accountability, and integrity in the functioning of local inspection services as part of the rule of law system.
- To provide a systematic overview of the current status, competencies, and corruption risks in local inspection oversight.
- To strengthen accountability and integrity in the work of local inspectors through an analysis of the principles of legality and responsibility.
The project is implemented in partnership with the Institute for Sociological, Political and Juridical Research (ISPPI), Ss. Cyril and Methodius University – Skopje, and supported by the Government of Switzerland through Civica Mobilitas.
