
The members of the Parliament (MPs) raised the stakes in the discussion , but the debate in the Assembly) in September 2014 largely remained poor, although the number of replies and counter-replies increased. Also there was not a single case when an MP was convinced that other speakers have better arguments so valuable that s/he would change her/his position.
During the discussions lawmakers generally showed respect to each others. The most interesting topics for discussion for the MPs in September were the proposed State budget for 2015, Construction draft-Law , to determine the draft amendments to the Constitution , the Annual report of the State Council for Prevention of Child Delinquency and draft-law for prevention of domestic violence.
These are some of the of the findings in the Second report from the monitoring of the quality of debate in the Assembly for the period from 25 August to 30 September 2014. Dark spot in this period of the work of the Assembly was the violent incident between MPs from the political parties DPA and DUI at the session of the Financing and budget committee on August 26, 2014. The use of offensive language , personal attacks , and outvoting without any explanation overshadowed the agruments brought in the discussion for the state budget reallocation for 2014 and were possible cause of the incident
The monitoring of the debate in the Assembly in this period included 338 speeches of MPs on 21 parliamentary sessions.
