Viti filloi me Ligjin e ri p\u00ebr pengimin e korrupsionit dhe t\u00eb konfliktit t\u00eb interesave. N\u00eb shkurt t\u00eb vitit 2019, p\u00ebrmes procesit t\u00eb intervist\u00ebs publike n\u00eb Kuvendin, u zgjedh p\u00ebrb\u00ebrja e re KSHPK. Ky proces i bashk\u00ebpunimit dhe i konsultimit \u00ebsht\u00eb shembull pozitiv p\u00ebr m\u00ebnyr\u00ebn e zgjedhjes dhe t\u00eb em\u00ebrimit, i notuar edhe n\u00eb Raportin e Komisionit Evropian nga viti 2019. T\u00eb nj\u00ebjtin vit Kuvendi na i solli edhe ligjet e reja p\u00ebr furnizime publike dhe at\u00eb p\u00ebr qasje n\u00eb informacione me karakter publik.<\/p>\n<p>Nga Komisioni i ri p\u00ebr antikorrupsion shum\u00ebkush prisnin qasje t\u00eb p\u00ebrmir\u00ebsuar n\u00eb luft\u00ebn kund\u00ebr korrupsionit. Pritjet e tilla u p\u00ebrmbush\u00ebn, sepse KSHPK i p\u00ebrt\u00ebrir\u00eb hapi shum\u00eb raste, pjesa m\u00eb e madhe prej tyre kund\u00ebr funksionar\u00ebve t\u00eb etabluar t\u00eb tanish\u00ebm dhe t\u00eb m\u00ebparsh\u00ebm.<\/p>\n<p>Mir\u00ebpo, ajo q\u00eb n\u00eb luft\u00ebn kund\u00ebr korrupsionit u v\u00ebrejt n\u00eb vitin 2019, n\u00eb kushte t\u00eb numrit t\u00eb shtuar t\u00eb rasteve t\u00eb ngritura nga KSHPK, \u00ebsht\u00eb munges\u00eb e fokusit. N\u00eb vend ku korrupsioni \u00ebsht\u00eb i p\u00ebrhapur, institucionet nuk mund t\u00eb luftojn\u00eb kund\u00ebr korrupsionit n\u00eb t\u00eb gjitha frontet. Mungoi strategjia e cila do t\u00eb p\u00ebrcaktoj\u00eb se ku fillimisht shteti do t\u00eb p\u00ebrpiqet ta mposht korrupsionin. Mbetet q\u00eb t\u00eb shohim n\u00eb Strategjia nacionale, e cila u p\u00ebrgatit n\u00eb gjysm\u00ebn e dyt\u00eb t\u00eb vitit t\u00eb kaluar, do ti p\u00ebrgjigjet k\u00ebsaj pyetjeje.<\/p>\n<p>Por, viti 2019, krahas shpres\u00ebs n\u00eb KSHPK, gjat\u00eb ver\u00ebs na solli, me siguri, d\u00ebshp\u00ebrimin m\u00eb t\u00eb madh n\u00eb luft\u00ebn kund\u00ebr korrupsionit. N\u00eb rastin e em\u00ebrtuar \u201cReket\u201d, prokurorja speciale publike Katica Janeva u akuzua p\u00ebr keqp\u00ebrdorim t\u00eb detyr\u00ebs zyrtare.\u00a0 P\u00ebrzierja e dyshuar n\u00eb korrupsion, nga personi i cili duhej t\u00eb luftoj\u00eb me pjes\u00ebmarr\u00ebsit n\u00eb rob\u00ebrimin e shtetit, e devastoi bindjen se si shoq\u00ebri mund t\u00eb ballafaqohemi me korrupsionin.<\/p>\n<p>Disa u p\u00ebrpoq\u00ebn q\u00eb rastin ta shohin nga ana pozitive e vet\u00eb akuz\u00ebn e interpretuan sikur sistemi funksionon. Mir\u00ebpo, rast nxori n\u00eb pah se si mekanizmat e brendsh\u00ebm p\u00ebr parandalim t\u00eb korrupsionit nuk funksionojn\u00eb n\u00eb institucionet. Nga integriteti personal i t\u00eb pun\u00ebsuarve jan\u00eb shum\u00eb larg nga procedurat m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb cilat duhet t\u00eb pengojn\u00eb mund\u00ebsi p\u00ebr keqp\u00ebrdorim t\u00eb sh\u00ebrbimit, mit-marrje, trajtim m\u00eb preferencial e k\u00ebshtu me radh\u00eb.<\/p>\n<p>Pik\u00ebrisht ky rast duhet ta kthej\u00eb n\u00eb fikus rezistenc\u00ebn e brendshme t\u00eb institucioneve n\u00eb agjend\u00ebn p\u00ebr vitin 2020. Analizat e rreziqeve t\u00eb brendshme nga korrupsioni dhe planet p\u00ebr integritet, shtyhen n\u00eb koh\u00eb tejet t\u00eb gjat\u00eb dhe assesi ta fitojn\u00eb vendin qendror n\u00eb aktivitetet parandaluese t\u00eb institucioneve.<\/p>\n<p>Si rrjedhoj\u00eb, deputet\u00ebt n\u00eb vitin 2020 kan\u00eb dy detyra t\u00eb r\u00ebnd\u00ebsishme. Fillimisht, nevojitet q\u00eb ti detyrojn\u00eb institucionet t\u00eb fokusohen n\u00eb m\u00eb pak raste, por ato t\u00eb jen\u00eb raste t\u00eb korrupsionit t\u00eb lart\u00eb. E dyta, bashk\u00eb me KSHPK, nevojitet t\u00eb shihet se deri ku jemi me vler\u00ebsimet e rreziqeve nga korrupsioni n\u00eb nivel t\u00eb institucioneve \u2013 obligime t\u00eb cilat burojn\u00eb nga reforma e administrat\u00ebs.<\/p>\n<p>\u2014<\/p>\n<p>Projekti \u201cBised\u00eb p\u00ebr luft\u00eb kund\u00ebr korrupsionit n\u00eb Kuvendin\u201d (Anti \u2013 Corruption Talkin Parliament (ACT in Parliament)) p\u00ebrfshin edhe aktivitete p\u00ebrfaq\u00ebsuese hulumtuese me q\u00ebllim par\u00ebsor t\u00eb p\u00ebrkrahje t\u00eb procesit reformues n\u00eb Maqedonin\u00eb e Veriut p\u00ebrmes p\u00ebrforcimit t\u00eb rolit mbik\u00ebqyr\u00ebs t\u00eb Kuvendit, n\u00eb raport me luft\u00ebn kund\u00ebr korrupsionit.<\/p>\n<p>Projekti \u00ebsht\u00eb i p\u00ebrkrahur nga Fondi nd\u00ebrkomb\u00ebtar p\u00ebr demokraci (National Endowment for Democracy \u2013 NED) nga Shtetet e Bashkuare t\u00eb\u00a0 Amerik\u00ebs.
