Ky perceptim nuk ka t\u00eb b\u00ebj\u00eb ekskluzivisht me p\u00ebrvojat personale, por edhe n\u00eb \u201cleksionet e m\u00ebsuara\u201d nga p\u00ebrvoja e t\u00eb tjer\u00ebve. T\u00eb dh\u00ebnat nga hulumtimi i Platform\u00ebs s\u00eb organizatave civile p\u00ebr luft\u00eb kund\u00ebr korrupsionit tregojn\u00eb se m\u00eb tep\u00ebr se 20% nga qytetar\u00ebt kan\u00eb pasur nevoj\u00eb ose njohin dik\u00eb q\u00eb ka pasur nevoj\u00eb t\u00eb p\u00ebrdor mit\u00eb, lidhje, dhurat\u00eb ose sh\u00ebrbim p\u00ebr t\u00eb marr\u00eb trajtim p\u00ebrkat\u00ebs n\u00eb gjyq\u00ebsin\u00eb, arsimin dhe policin\u00eb. Te sistemi sh\u00ebndet\u00ebsor v\u00ebrehet dallim prej 20 pika t\u00eb p\u00ebrqindjes shtes\u00eb. N\u00eb pajtim me k\u00ebt\u00eb,sipas qytetar\u00ebve, pothuajse nuk ekziston fush\u00eb n\u00eb t\u00eb cil\u00ebn nuk ka favorizim ose dh\u00ebnie t\u00eb mit\u00ebs.<\/p>\n<p>N\u00eb formimin e perceptimit p\u00ebr p\u00ebrhapjen e korrupsionit rol t\u00eb madh luajn\u00eb p\u00ebrvojat e transferuara, e jo vet\u00ebm ato personale me veprimet korruptuese. E prej k\u00ebtu \u00ebsht\u00eb i kuptuesh\u00ebm hendeku i cili paraqitet midis perceptimeve dhe p\u00ebrvoj\u00ebs, e cila e paraqet p\u00ebrshtypjen e p\u00ebrgjithshme p\u00ebr padrejt\u00ebsi ndaj individit n\u00eb sistemin e g\u00ebrryer nga korrupsioni.<\/p>\n<p>Nevojitet nd\u00ebrmarrja e nj\u00eb vargu t\u00eb hapave konkrete nga institucionet kompetente n\u00eb drejtim p\u00ebr t\u00eb ndodhur zhvendosje n\u00eb perceptimet e qytetar\u00ebve n\u00eb raport me p\u00ebrhapjen dhe t\u00eb nd\u00ebshkueshm\u00ebris\u00eb s\u00eb korrupsionit\u00a0\u00a0 dhe veprimeve t\u00eb korruptimit. Pa marr\u00eb parasysh se zvog\u00eblimi i perceptimit p\u00ebr korrupsion do t\u00eb kishte qen\u00eb proces m\u00eb i ngadalsh\u00ebm nga zvog\u00eblimi faktik i t\u00eb nj\u00ebjtit, ajo nuk guxon ti luhat institucionet t\u00eb cilat q\u00ebndrojn\u00eb n\u00eb radh\u00ebt e para luftarake kund\u00ebr korrupsionit.<\/p>\n<p>Ky\u00e7 \u00ebsht\u00eb t\u00eb demonstrohet se \u201crregullat e loj\u00ebs\u201d n\u00eb shoq\u00ebri kan\u00eb ndryshuar, korrupsioni nuk \u00ebsht\u00eb e vetmja \u201cloj\u00eb n\u00eb qytetin\u201d dhe ligjet zbatohen n\u00eb praktik\u00eb. Prandaj, me r\u00ebnd\u00ebsi t\u00eb jasht\u00ebzakonshme \u00ebsht\u00eb zbatimi i rregullave t\u00eb p\u00ebrshkruara t\u00eb loj\u00ebs t\u00eb filloj\u00eb nga vet\u00eb maja, p\u00ebrkat\u00ebsisht Qeveria, komunat dhe trupat rregullatore si organe me pesh\u00eb m\u00eb t\u00eb madhe. Pasi q\u00eb qytetar\u00ebt do ta ndjejn\u00eb k\u00ebt\u00eb, mund t\u00eb presim se do t\u00eb zvog\u00eblohet perceptimi i korrupsionit.<\/p>\n<p>Roli ky\u00e7 n\u00eb k\u00ebto rrethana do ti takoj\u00eb Kuvendit. Ky rol fillon me p\u00ebrfshirje aktive t\u00eb Kuvendit n\u00eb miratimin e Strategjis\u00eb Nacionale p\u00ebr luft\u00eb kund\u00ebr korrupsionit dhe alokimi i resurseve t\u00eb nevojshme t\u00eb implementimit. Kuvendi patjet\u00ebr duhet t\u00eb vendos llogaridh\u00ebnie t\u00eb rregullt t\u00eb KSHPK, PTHLK dhe MPB para deputet\u00ebve. P\u00ebrmes debatit mbik\u00ebqyr\u00ebs deputet\u00ebt duhet t\u00eb njihen me gjendjen n\u00eb k\u00ebto institucione dhe sukseset e tyre por edhe mos sukseset n\u00eb luft\u00ebn kund\u00ebr korrupsionit. Nuk duhet l\u00ebn\u00eb an\u00ebsh edhe p\u00ebrfitimi nga vendosja e bashk\u00ebpunimit efikas midis Kuvendit dhe trupit operativ qeveritar p\u00ebr luft\u00eb kund\u00ebr korrupsionit, duke pasur n\u00eb mendje se n\u00eb t\u00eb nj\u00ebjtin jan\u00eb p\u00ebrfaq\u00ebsues nga radh\u00ebt m\u00eb t\u00eb larta t\u00eb institucioneve nga pushteti ekzekutiv.<\/p>\n<p>\u2014<\/p>\n<p>Projekti \u201cBised\u00eb p\u00ebr luft\u00eb kund\u00ebr korrupsionit n\u00eb Kuvendin\u201d (Anti-CorruptionTalk in Parliament (ACT in Parliament)) p\u00ebrfshin edhe aktivitete hulumtuese p\u00ebrfaq\u00ebsuese\u00a0 me q\u00ebllim par\u00ebsor \u2013 p\u00ebrkrahje t\u00eb procesit reformues n\u00eb Maqedonin\u00eb e Veriut p\u00ebrmes rolit mbik\u00ebqyr\u00ebs t\u00eb Kuvendit n\u00eb raport me luft\u00ebn korrupsionit.<\/p>\n<p>Projekti \u00ebsht\u00eb i p\u00ebrkrahur nga Fondi nacional p\u00ebr demokraci (National Endowment for Democracy \u2013 NED) nga Shtetet e Bashkuara t\u00eb Amerik\u00ebs.
