Ky dokument duhet n\u00eb m\u00ebnyr\u00eb strategjike ta orientoj\u00eb luft\u00ebn kund\u00ebr korrupsionit, jo vet\u00ebm t\u00eb Komisionit Shtet\u00ebror p\u00ebr pengimin e korrupsionit, por edhe t\u00eb t\u00eb gjith\u00eb t\u00eb tjer\u00ebve. Nga kjo edhe logjika q\u00eb deputet\u00ebt ta miratojn\u00eb strategjin\u00eb p\u00ebr p\u00ebrfaq\u00ebsuesit e qytetar\u00ebve q\u00eb ta gjejn\u00eb nevoj\u00ebn e nevojshme t\u00eb obligimeve t\u00eb cilat k\u00ebto institucione duhet ti nd\u00ebrmarrin.<\/p>\n<p>Mir\u00ebpo, krahas aktit t\u00eb miratimit, ka nevoj\u00eb q\u00eb deputet\u00ebt n\u00eb m\u00ebnyr\u00eb aktive t\u00eb ky\u00e7en n\u00eb procesin e p\u00ebrgatitjes s\u00eb Strategjis\u00eb. Kjo \u00ebsht\u00eb e nevojshme pp\u00ebr shkak t\u00eb disa rezultateve p\u00ebr luft\u00eb t\u00eb suksesshme kund\u00ebr korrupsionit.<\/p>\n<p>E para, Kuvendi i Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut paraqet forum ku takohen shumica dhe opozita, dhe <strong>p\u00ebrmes nj\u00eb procesit t\u00eb dialogut t\u00eb argumentuar, do t\u00eb krijohet vullnet politik si nxit\u00ebs i luft\u00ebs kund\u00ebr korrupsionit<\/strong>. P\u00ebrmes debatit midis k\u00ebtyre dy pal\u00ebve, do t\u00eb nd\u00ebrtohet konsensus p\u00ebr prioritetet afatgjata t\u00eb aktiviteteve anti-korruptive, n\u00eb kuptim t\u00eb miratimit t\u00eb politikave dhe zbatimit t\u00eb rregullave. Kjo do t\u00eb siguroj\u00eb stabilitet afatgjat t\u00eb planeve, gj\u00eb e cila mund\u00ebson parashikueshm\u00ebri t\u00eb prioriteteve.<\/p>\n<p>E dyta, <strong>pjes\u00ebmarrja aktive e deputet\u00ebve edhe n\u00eb faz\u00eb t\u00eb hershme t\u00eb p\u00ebrgatitjes s\u00eb Strategjis\u00eb, do t\u00eb mund\u00ebsoj\u00eb koordinim t\u00eb aktiviteteve t\u00eb planifikuara me Buxhetin<\/strong>. Lufta aktive kund\u00ebr korrupsionit parasupozon investim shtet\u00ebror n\u00eb politikat dhe institucionet. Nuk mund t\u00eb flitet p\u00ebr reforma n\u00ebse n\u00eb to nuk nd\u00ebrlidhen mjete financiare. Me k\u00ebt\u00eb n\u00ebnkuptohen dy lloje t\u00eb investimeve. I pari \u00ebsht\u00eb <strong>investimi n\u00eb institucionet t\u00eb prekura n\u00eb m\u00ebnyr\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb luft\u00ebn kund\u00ebr korrupsionit <\/strong>\u2013 KSHLK dhe Prokuroria Publike p\u00ebr krim t\u00eb organizuar dhe korrupsion. <strong>I dyti \u00ebsht\u00eb <\/strong><strong>investim n\u00eb institucionet t\u00eb cilat punojn\u00eb n\u00eb fushat q\u00eb jan\u00eb n\u00ebn rrezik nga korrupsioni<\/strong>. Th\u00ebn\u00eb m\u00eb thjesht\u00eb, n\u00ebse q\u00ebllimi, p\u00ebr shembull \u00ebsht\u00eb q\u00eb t\u00eb zvog\u00eblohet korrupsioni n\u00eb sh\u00ebndet\u00ebsi, nevojitet q\u00eb t\u00eb zvog\u00eblohen faktor\u00ebt t\u00eb cil\u00ebt e shkaktojn\u00eb \u2013 p\u00ebr shembull pagat e ul\u00ebta, kuadri i pamjaftuesh\u00ebm, resurse t\u00eb kufizuara n\u00ebp\u00ebr spitalet, mbik\u00ebqyrje e angazhuar n\u00eb m\u00ebnyr\u00eb t\u00eb pamjaftueshme.<\/p>\n<p>KSHPK n\u00eb k\u00ebt\u00eb periudh\u00eb fillon me p\u00ebrgatitje t\u00eb analiz\u00ebs p\u00ebr fushat e rrezikshme t\u00eb cilave duhet tu jepet p\u00ebrpar\u00ebsi sepse lufta n\u00eb t\u00eb gjitha frontet paraprakisht \u00ebsht\u00eb e d\u00ebnuar n\u00eb disfat\u00eb. N\u00eb periudh\u00ebn e ardhshme, do t\u00eb duhet t\u00eb miratohet vendim se cil\u00ebt duhet t\u00eb jen\u00eb prioritetet, cilave gj\u00ebra do tu kushtohet v\u00ebmendje, nd\u00ebrsa cilat do t\u00eb ken\u00eb r\u00ebnd\u00ebsi m\u00eb t\u00eb vog\u00ebl. Deputet\u00ebt jan\u00eb mjeti ky\u00e7 t\u00eb KSHPK dhe PTHPKP do tu jap\u00eb legjitimitet q\u00eb t\u00eb udh\u00ebhiqen n\u00eb saj\u00eb t\u00eb k\u00ebtyre prioriteteve si dhe arsyetim se p\u00ebrse disa raste m\u00eb r\u00ebnd\u00ebsi m\u00eb t\u00eb vog\u00ebl t\u00eb lejohet t\u00eb kalojn\u00eb, me q\u00ebllim q\u00eb si shoq\u00ebri t\u00eb luftojm\u00eb kund\u00ebr korrupsionit t\u00eb lart\u00eb.<\/p>\n<p>\u2014<\/p>\n<p>Projekti \u201cBised\u00eb p\u00ebr luft\u00eb kund\u00ebr korrupsionit n\u00eb Kuvendin\u201d (Anti-Corruption Talk in Parliament (ACT in Parliament)) p\u00ebrfshin aktivitete hulumtuese dhe p\u00ebrfaq\u00ebsuese me q\u00ebllim primar p\u00ebrkrahje t\u00eb procesit reformues n\u00eb Maqedonin\u00eb e Veriut p\u00ebrmes fuqizimit t\u00eb rolit mbik\u00ebqyr\u00ebs t\u00eb Kuvendit n\u00eb raport me luft\u00ebn kund\u00ebr korrupsionit.<\/p>\n<p>Projekti \u00ebsht\u00eb i p\u00ebrkrahur nga Fondi nacional i demokracis\u00eb (National Endowment for Democracy \u2013 NED) nga Shtetet e Bashkuara t\u00eb Amerik\u00ebs.
