P\u00ebr v\u00ebzhguesit nd\u00ebrkomb\u00ebtar\u00eb, nga ana tjet\u00ebr, edhe k\u00ebto zgjedhje ishin shkak p\u00ebr v\u00ebrejtje dhe p\u00ebr d\u00ebrgimin e nj\u00eb sinjali t\u00eb qart\u00eb mbi nevoj\u00ebn p\u00ebr p\u00ebrmir\u00ebsimin e legjislacionit zgjedhor.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb dy dekadat e fundit, Kodi Zgjedhor \u00ebsht\u00eb ndryshuar m\u00eb shum\u00eb se tridhjet\u00eb her\u00eb. Ky problem u trajtua koh\u00ebt e fundit nga ish-Kryetari i Komisionit Shtet\u00ebror t\u00eb Zgjedhjeve, Boris Kondarko, i cili pak para zgjedhjeve lokale vuri n\u00eb dukje nevoj\u00ebn e miratimit t\u00eb nj\u00eb Kodi zgjedhor krejt\u00ebsisht t\u00eb ri, duke theksuar se ligji aktual ka paqart\u00ebsi dhe pasakt\u00ebsi q\u00eb hapin \u00e7\u00ebshtje dhe sfida t\u00eb shumta ligjore.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Edhe pse rekomandimet nd\u00ebrkomb\u00ebtare p\u00ebr reformat zgjedhore theksojn\u00eb se ato duhet t\u00eb iniciohen menj\u00ebher\u00eb pas p\u00ebrfundimit t\u00eb zgjedhjeve dhe t\u00eb finalizohen t\u00eb pakt\u00ebn nj\u00eb vit para ciklit t\u00eb ardhsh\u00ebm zgjedhor, praktika maqedonase tregon se ndryshimet m\u00eb s\u00eb shpeshti b\u00ebhen n\u00eb m\u00ebnyr\u00eb reaktive dhe drejtp\u00ebrdrejt para zgjedhjeve.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kjo m\u00ebnyr\u00eb e nd\u00ebrhyrjes n\u00eb legjislacionin zgjedhor \u00ebsht\u00eb problematike sepse l\u00eb hap\u00ebsir\u00eb p\u00ebr boshll\u00ebqe t\u00eb shumta ligjore, t\u00eb cilat m\u00eb von\u00eb p\u00ebrb\u00ebjn\u00eb nj\u00eb sfid\u00eb p\u00ebr pun\u00ebn e institucioneve zgjedhore, por edhe p\u00ebr pjes\u00ebmarrjen e kandidat\u00ebve t\u00eb pavarur n\u00eb proceset zgjedhore. Miratimi i nxituar dhe jo-inkluziv i ndryshimeve ligjore e kufizon mund\u00ebsin\u00eb e institucioneve q\u00eb t\u00eb p\u00ebrshtaten me koh\u00eb dhe t\u00eb v\u00ebn\u00eb n\u00eb dukje mang\u00ebsi ose mosp\u00ebrputhje t\u00eb mundshme, \u00e7ka krijon rrezik p\u00ebr gabime gjat\u00eb zbatimit t\u00eb zgjedhjeve. Si rezultat, besimi i publikut dhe legjitimiteti i procesit zgjedhor minohen, nd\u00ebrsa ndryshimet perceptohen si t\u00eb pamatura dhe t\u00eb diktuara nga interesat aktuale
