K\u00ebshtu fillon Strategjia e Reform\u00ebs s\u00eb Administrat\u00ebs Publike (2023-2030), e cila pasqyron prioritetet strategjike dhe angazhimet e nd\u00ebrmarra nga Qeveria e Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut p\u00ebr t\u00eb zhvilluar nj\u00eb administrat\u00eb publike moderne dhe efikase.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zgjedhja e udh\u00ebheq\u00ebsve t\u00eb lart\u00eb n\u00eb administrat\u00ebn shtet\u00ebrore aktualisht zhvillohet p\u00ebrmes procedurave dhe kritereve t\u00eb ndryshme n\u00ebp\u00ebr ligje t\u00eb shumta sektoriale, duke rezultuar n\u00eb nj\u00eb model t\u00eb fragmentuar dhe t\u00eb pabarabart\u00eb t\u00eb em\u00ebrimit. Miratimi i nj\u00eb Ligji t\u00eb ri p\u00ebr sh\u00ebrbimin e lart\u00eb udh\u00ebheq\u00ebs \u00ebsht\u00eb njohur si masa ky\u00e7e q\u00eb, sipas Strategjis\u00eb, duhet t\u00eb kontribuoj\u00eb n\u00eb krijimin e nj\u00eb sistemi t\u00eb unifikuar me kritere objektive p\u00ebr zgjedhjen e udh\u00ebheq\u00ebsve t\u00eb lart\u00eb n\u00eb institucionet. Ligji jo vet\u00ebm q\u00eb duhet t\u00eb kontribuoj\u00eb n\u00eb p\u00ebrmir\u00ebsimin e funksionimit t\u00eb administrat\u00ebs, por duhet t\u00eb jet\u00eb edhe baz\u00eb p\u00ebr stimuj dhe model p\u00ebr profesionalizimin e t\u00eb gjith\u00eb punonj\u00ebsve n\u00eb administrat\u00ebn publike.<br \/>\n<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00eb dhjetor 2025 u publikua Propozim-ligji p\u00ebr udh\u00ebheq\u00ebsit e lart\u00eb n\u00eb organet e administrat\u00ebs shtet\u00ebrore dhe fondet. Miratimi i nj\u00eb ligji t\u00eb till\u00eb ka qen\u00eb objekt diskutimi publik p\u00ebr vite me radh\u00eb dhe ky \u00ebsht\u00eb propozim-ligji i tret\u00eb p\u00ebr udh\u00ebheq\u00ebsit e lart\u00eb i b\u00ebr\u00eb publik p\u00ebr ENER. N\u00eb vitin 2019, Propozim-ligji p\u00ebr sh\u00ebrbimin e lart\u00eb udh\u00ebheq\u00ebs u t\u00ebrhoq nga procedura parlamentare me arsyetimin se ishte e nevojshme t\u00eb p\u00ebrpunohej m\u00eb tej. Disa vjet m\u00eb von\u00eb, n\u00eb vitin 2022, u botua nj\u00eb propozim &#8211; ligj i ri p\u00ebr ENER, por gjithashtu nuk u miratua kurr\u00eb. Sot, gjasht\u00eb vjet pas p\u00ebrpjekjes s\u00eb par\u00eb, publiku prezantohet me nj\u00eb zgjidhje t\u00eb re ligjore q\u00eb v\u00eb n\u00eb dukje p\u00ebrs\u00ebri nj\u00eb s\u00ebr\u00eb problemesh dhe l\u00ebshimesh.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><a
