Q\u00ebndrime t\u00eb tilla jan\u00eb pothuajse t\u00eb pandryshuara n\u00eb lidhje me shumic\u00ebn e \u00e7\u00ebshtjeve n\u00eb fush\u00ebn e funksioneve t\u00eb Kuvendit, hapjes s\u00eb tij ndaj publikut, pun\u00ebs s\u00eb deputet\u00ebve dhe reformave parlamentare. N\u00eb shkall\u00ebn 1 &#8211; m\u00eb keq, deri n\u00eb 5 &#8211; m\u00eb mir\u00eb, n\u00eb vitin 2023 qytetar\u00ebt e vler\u00ebsuan pun\u00ebn e Kuvendit me not\u00ebn mesatare 2,2 dhe sh\u00ebnon nj\u00eb r\u00ebnie t\u00eb leht\u00eb n\u00eb shkall\u00ebn, krahasuar me kat\u00ebr vitet e fundit.<\/p>\n<p>INFORMIMI P\u00cbR PUN\u00cbN E KUVENDIT<\/p>\n<p>Pjesa mbizot\u00ebruese e qytetar\u00ebve besojn\u00eb se Kuvendi ka rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb jet\u00ebn politike t\u00eb vendit, por m\u00eb shum\u00eb se gjysma e t\u00eb anketuarve nuk jan\u00eb t\u00eb njohur me at\u00eb q\u00eb \u00ebsht\u00eb punuar n\u00eb Kuvend gjat\u00eb periudh\u00ebs s\u00eb kaluar. Si m\u00eb karakteristike p\u00ebr pun\u00ebn e k\u00ebsaj p\u00ebrb\u00ebrjeje parlamentare, shumica e qytetar\u00ebve t\u00eb anketuar ve\u00e7uan Propozim &#8211; ligjin p\u00ebr ndryshimin dhe plot\u00ebsimin e Ligjit p\u00ebr pag\u00ebn minimale dhe informacion p\u00ebr p\u00ebrmbajtjen e Propozim Korniz\u00ebs negociuese p\u00ebr negociatat aderuese t\u00eb Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut me Bashkimin Evropian, t\u00eb propozuar nga kryesimi i Franc\u00ebs me K\u00ebshillin e Bashkimit Evropian, m\u00eb 30 qershor 2022. Televizioni mbetet kanali m\u00eb i popullarizuar p\u00ebr informimin e qytetar\u00ebve kur b\u00ebhet fjal\u00eb p\u00ebr pun\u00ebn e Kuvendit, nd\u00ebrsa kanali i Kuvendit dhe ueb- faqja e Kuvendit, si mjete zyrtare p\u00ebr informimin e Kuvendit, mbeten pak t\u00eb p\u00ebrdorura.<\/p>\n<p>KONTROLLI DHE MBIK\u00cbQYRJA E KUVENDIT MBI PUSHTETIN EKZEKUTIV<\/p>\n<p>Perceptimi i shumic\u00ebs s\u00eb qytetar\u00ebve \u00ebsht\u00eb se Kuvendi nuk e p\u00ebrdor plot\u00ebsisht kompetenc\u00ebn e tij kushtetuese p\u00ebr t\u00eb kontrolluar Qeverin\u00eb, p\u00ebrkat\u00ebsisht 27% e t\u00eb anketuarve besojn\u00eb se Qeveria ka kontroll t\u00eb plot\u00eb mbi Kuvendin. P\u00ebrve\u00e7 k\u00ebsaj, gati gjysma (46%) e t\u00eb anketuarve besojn\u00eb se Kuvendi rrit korrupsionin, n\u00eb vend t\u00eb efektit t\u00eb kund\u00ebrt. Duke pasur parasysh pyetjet e deputet\u00ebve si nj\u00eb nga mjetet e Kuvendit p\u00ebr mbik\u00ebqyrjen mbi pushtetin ekzekutiv, pik\u00ebpamjet e qytetar\u00ebve jan\u00eb t\u00eb ndara n\u00ebse ato p\u00ebrdoren n\u00eb m\u00ebnyr\u00eb p\u00ebrkat\u00ebse, apo sh\u00ebrbejn\u00eb p\u00ebr kritik\u00eb ose reklamim.<\/p>\n<p>FUNKSIONET E KUVENDIT<\/p>\n<p>Edhe pse shumica e qytetar\u00ebve kan\u00eb perceptim se deputet\u00ebt kan\u00eb ndikim mbi cil\u00ebsin\u00eb e ligjeve, p\u00ebrs\u00ebri ata nuk jan\u00eb t\u00eb k\u00ebnaqur me cil\u00ebsin\u00eb e tyre dhe mendojn\u00eb se ato ndryshohen shpesh. Miratimi i ligjeve sa m\u00eb cil\u00ebsore, mbik\u00ebqyrja e shpenzimeve buxhetore dhe kujdesi p\u00ebr zbatimin e ligjeve dhe politikave, jan\u00eb theksuar si funksionet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb Kuvendit nga shumica e qytetar\u00ebve. Megjithat\u00eb, ekzekutimi i tyre nga Kuvendi vler\u00ebsohet si i pak\u00ebnaqsh\u00ebm nga shumica e qytetar\u00ebve.<\/p>\n<p>PUBLIKU N\u00cb PUN\u00cbN E KUVENDIT<\/p>\n<p>Lidhur me hapjen e Kuvendit p\u00ebr publikun, shumica e t\u00eb anketuarve besojn\u00eb se Kuvendi \u00ebsht\u00eb plot\u00ebsisht ose pjes\u00ebrisht i mbyllur p\u00ebr publikun, dhe deputet\u00ebt nuk marrin parasysh v\u00ebrejtjet e publikut gjat\u00eb hartimit t\u00eb ligjeve. Shumica e qytetar\u00ebve gjithashtu mendojn\u00eb se deputet\u00ebt nga nj\u00ebsit\u00eb e tyre zgjedhore nuk jan\u00eb n\u00eb dispozicion p\u00ebr takime me qytetar\u00ebt dhe nuk i informojn\u00eb mjaftuesh\u00ebm qytetar\u00ebt p\u00ebr pun\u00ebn e tyre, nd\u00ebrsa nuk jan\u00eb t\u00eb njohur as me zyrat e deputet\u00ebve. Qytetar\u00ebt gjithashtu v\u00ebrejn\u00eb se deputet\u00ebt nuk adresojn\u00eb mjaftuesh\u00ebm problemet e komunave dhe bashk\u00ebsive lokale. P\u00ebr dallim nga viti i kaluar, qytetar\u00ebt jan\u00eb m\u00eb pak t\u00eb njohur se cil\u00ebt jan\u00eb deputet\u00ebt nga nj\u00ebsit\u00eb e tyre zgjedhore. Pjesa mbizot\u00ebruese e qytetar\u00ebve deklaroi se ata nuk ishin informuar se si mund t\u00eb merrnin pjes\u00eb n\u00eb pun\u00ebn e Kuvendit, gj\u00eb q\u00eb rezultoi me faktin se num\u00ebr duksh\u00ebm i vog\u00ebl i t\u00eb anketuarve u p\u00ebrpoq\u00ebn t\u00eb merrnin pjes\u00eb n\u00eb pun\u00ebn e Kuvendit.<\/p>\n<p>K\u00cb P\u00cbRFAQ\u00cbSOJN\u00cb DEPUTET\u00cbT N\u00cb KUVEND<\/p>\n<p>T\u00eb anketuarit jan\u00eb relativisht t\u00eb ndar\u00eb rreth p\u00ebrshtypjes se n\u00eb \u00e7far\u00eb mase deputet\u00ebt p\u00ebrfaq\u00ebsojn\u00eb interesat e qytetar\u00ebve n\u00eb Kuvend. Nga ana tjet\u00ebr, shumica e tyre besojn\u00eb se deputet\u00ebt gjithmon\u00eb p\u00ebrfaq\u00ebsojn\u00eb interesat e tyre personale, interesat e partive politike, si dhe biznes interesat. Pjesa dominuese e qytetar\u00ebve t\u00eb anketuar gjithashtu mendojn\u00eb se deputet\u00ebt n\u00eb nj\u00eb far\u00eb mase jan\u00eb t\u00eb varur nga vullneti i lider\u00ebve t\u00eb partive politike nga t\u00eb cilat vijn\u00eb.<\/p>\n<p>DEBATI PARLAMENTAR<\/p>\n<p>Perceptimi i shumic\u00ebs s\u00eb qytetar\u00ebve \u00ebsht\u00eb se shumica e deputet\u00ebve nuk jan\u00eb t\u00eb gatsh\u00ebm t\u00eb marrin vendime n\u00eb em\u00ebr t\u00eb qytetar\u00ebve. P\u00ebr m\u00eb tep\u00ebr, gjysma mendojn\u00eb se fjalimet e deputet\u00ebve jan\u00eb t\u00eb argumentuara pak ose aspak t\u00eb argumentuara. Qytetar\u00ebt e anketuar, gjithashtu, besojn\u00eb se shoqatat e qytetar\u00ebve duhet t\u00eb mund\u00ebsohen t\u00eb p\u00ebrfshihen m\u00eb shum\u00eb n\u00eb pun\u00ebn e Kuvendit. Sa i p\u00ebrket marr\u00ebdh\u00ebnies mes deputet\u00ebve, shumica e qytetar\u00ebve e cil\u00ebsuan at\u00eb si armiq\u00ebsore dhe konkurruese. Po ashtu, qytetar\u00ebt kan\u00eb p\u00ebrshtypjen se deputet\u00ebt n\u00eb seanca shpesh ose gjithmon\u00eb p\u00ebrdorin nj\u00eb fjalim me t\u00eb cilin n\u00ebn\u00e7mojn\u00eb dhe degradojn\u00eb koleg\u00ebt e tyre nga partit\u00eb tjera politike. N\u00eb drejtim t\u00eb asaj se sa secila prej partive parlamentare kontribuon drejt pun\u00ebs m\u00eb cil\u00ebsore t\u00eb Kuvendit, perceptimi i qytetar\u00ebve \u00ebsht\u00eb negativ (nuk kontribuon plot\u00ebsisht ose pjes\u00ebrisht) n\u00eb lidhje me t\u00eb gjitha koalicionet dhe partit\u00eb.<\/p>\n<p>REFORMA<\/p>\n<p>P\u00ebr sa i p\u00ebrket proceseve reformuese n\u00eb vend, qytetar\u00ebt jan\u00eb p\u00ebrgjith\u00ebsisht t\u00eb ndar\u00eb n\u00eb p\u00ebrshtypjen e gatishm\u00ebris\u00eb s\u00eb Kuvendit p\u00ebr t\u00eb zbatuar reforma q\u00eb do t\u00eb normalizojn\u00eb situat\u00ebn politike. Shumica e qytetar\u00ebve nuk mb\u00ebshtesin bojkotin e pun\u00ebs s\u00eb Kuvendit ose zvarritjen dhe prolongimin e debatit n\u00eb m\u00ebnyr\u00eb q\u00eb asnj\u00eb ligj ose vendim t\u00eb mos miratohet si m\u00ebnyra korrekte p\u00ebr shprehjen e pik\u00ebpamjeve politike n\u00eb pun\u00ebn e Kuvendit. Qytetar\u00ebt pajtohen q\u00eb krizat politike duhet t\u00eb zgjidhen n\u00eb Kuvend, n\u00eb vend t\u00eb takimeve t\u00eb mbyllura midis lider\u00ebve t\u00eb partive politike. Ekziston konfuzion i p\u00ebrgjithsh\u00ebm midis t\u00eb anketuarve n\u00eb lidhje me p\u00ebrfitimet nga reforme zgjedhore, si vendosja e listave t\u00eb hapura ose nj\u00eb nj\u00ebsi e vetme zgjedhore. Shumica e t\u00eb anketuarve besojn\u00eb se ndryshimi i modelit zgjedhor do t\u00eb rezultoj\u00eb n\u00eb reduktimin e var\u00ebsis\u00eb s\u00eb deputet\u00ebve nga lider\u00ebt e partive. T\u00eb anketuarit nuk identifikuan grup dominues t\u00eb margjinalizuar, interesat e t\u00eb cilit m\u00eb shum\u00eb i p\u00ebrfaq\u00ebsojn\u00eb deputet\u00ebt.<\/p>\n<p>KONTEKSTI POLITIK I HULUMTIMIT<\/p>\n<p>Dominon numri i qytetar\u00ebve q\u00eb mendojn\u00eb se jeta n\u00eb vend po shkon n\u00eb drejtim t\u00eb gabuar krahasuar me ata q\u00eb mendojn\u00eb t\u00eb kund\u00ebrt\u00ebn. Optimist\u00ebt m\u00eb t\u00eb m\u00ebdhenj jan\u00eb banor\u00ebt e rajonit jugper\u00ebndimor, ku m\u00eb shum\u00eb se gjysma u p\u00ebrgjigj\u00ebn se jeta po l\u00ebviz n\u00eb drejtimin e duhur. Shumica e p\u00ebrgjigjeve negative, p\u00ebrkat\u00ebsisht, se jeta po l\u00ebviz n\u00eb drejtim t\u00eb gabuar u dhan\u00eb nga banor\u00ebt e Rajonit t\u00eb Vardarit, Rajonit Juglindor, Pellagonis\u00eb, Pollogut dhe Rajonit Verilindor. N\u00eb shkall\u00ebn nga 1 &#8211; m\u00eb e ul\u00ebta, n\u00eb 10 &#8211; m\u00eb e larta, qytetar\u00ebt me not\u00ebn m\u00eb t\u00eb lart\u00eb t\u00eb besimit e kan\u00eb vler\u00ebsuar Presidentin e vendit &#8211; 3.6, pasuar nga Kuvendi me 3.4 dhe Qeverin\u00eb me 3.3.
