P\u00ebrmes krahasimit me 31 shtete t\u00eb tjera evropiane, konstatohet se Republika e Maqedonis\u00eb s\u00eb Veriut karakterizohet me proporcionalitet (n\u00eb m\u00ebnyr\u00eb dometh\u00ebn\u00ebse) mbi mesataren sipas tre elementeve kryesore t\u00eb modeleve zgjedhore: madh\u00ebsia e nj\u00ebsive zgjedhore (n\u00eb vendin e gjasht\u00eb nga 32 vende), (mos) ekzistenca e pragut zgjedhor dhe lart\u00ebsia e mundshme e tij (n\u00eb ndarjen e vendit t\u00eb par\u00eb) dhe numri i deputet\u00ebve (n\u00eb ndarje n\u00eb vendin e gjasht\u00eb). P\u00ebrjashtimi i vet\u00ebm \u00ebsht\u00eb formula elektorale, ku Maqedonia e Veriut p\u00ebrdor formul\u00ebn m\u00eb pak proporcionale \u2013 por edhe m\u00eb t\u00eb zakonshmen \u2013 (t\u00eb d\u2019Hondt-it) n\u00eb Evrop\u00eb.<\/p>\n<p>Nisur nga proporcionaliteti jasht\u00ebzakonisht i lart\u00eb i modelit aktual zgjedhor, ky studim problematizon nj\u00eb pjes\u00eb t\u00eb argumentimit t\u00eb mb\u00ebshtet\u00ebsve t\u00eb reformave zgjedhore drejt proporcionalitetit (madje) m\u00eb t\u00eb lart\u00eb.
