N\u00eb periudh\u00ebn korrik &#8211; dhjetor 2021, monitorimi u fokusua n\u00eb diskutime lidhur me pikat e rendit t\u00eb dit\u00ebs t\u00eb fokusuara n\u00eb fush\u00ebn e sundimit t\u00eb ligjit, t\u00eb drejtave t\u00eb njeriut dhe demokracis\u00eb.<\/p>\n<p>Raporti p\u00ebr k\u00ebt\u00eb periudh\u00eb tregon nj\u00eb nivel relativisht t\u00eb ul\u00ebt t\u00eb cil\u00ebsis\u00eb s\u00eb debatit n\u00eb Kuvend dhe konfirmon konstatimin se ka vend p\u00ebr p\u00ebrmir\u00ebsime t\u00eb dukshme. N\u00eb shkall\u00ebn nga 1 deri n\u00eb 10 (1-m\u00eb e ul\u00ebta, 10-m\u00eb e larta), nota mesatare e cil\u00ebsis\u00eb s\u00eb debatit n\u00eb Kuvend n\u00eb gjysm\u00ebn e dyt\u00eb t\u00eb vitit 2021 \u00ebsht\u00eb 5.4, e cila krahasuar me periudh\u00ebn e m\u00ebparshme t\u00eb monitorimit \u00ebsht\u00eb duke p\u00ebrkeq\u00ebsuar n\u00eb t\u00eb gjitha parametrat. Nota mesatare p\u00ebr periudh\u00ebn janar &#8211; qershor 2021 ishte 5.6.<\/p>\n<p>N\u00eb p\u00ebrgjith\u00ebsi v\u00ebrehet nj\u00eb p\u00ebrkeq\u00ebsim i nivelit t\u00eb argumentimit nga pjes\u00ebmarr\u00ebsit n\u00eb diskutimin n\u00eb Kuvend. Fol\u00ebsit n\u00eb 52% t\u00eb fjalimeve t\u00eb tyre nuk kan\u00eb pasur argumente, nd\u00ebrsa n\u00eb 41% kan\u00eb argumentuar dob\u00ebt. Nj\u00eb ose m\u00eb shum\u00eb argumente sh\u00ebnohen n\u00eb 7% t\u00eb diskutimit.<\/p>\n<p>Gjat\u00eb k\u00ebsaj periudhe raportuese, n\u00eb diskutimet e monitoruara \u00ebsht\u00eb v\u00ebrejtur ndryshim q\u00ebndrimi te 9 deputet\u00eb p\u00ebr shkak t\u00eb argumentimit m\u00eb t\u00eb mir\u00eb t\u00eb bashk\u00ebbiseduesve p\u00ebr pik\u00ebn e rendit t\u00eb dit\u00ebs.<\/p>\n<p>Roli mbik\u00ebqyr\u00ebs i Kuvendit n\u00eb periudh\u00ebn korrik &#8211; dhjetor 2021 ka mbetur n\u00eb plan t\u00eb dyt\u00eb. Gjat\u00eb k\u00ebsaj periudhe \u00ebsht\u00eb mbajtur vet\u00ebm nj\u00eb seanc\u00eb e pyetjeve parlamentare, e cila ka kufizuar mund\u00ebsin\u00eb e Kuvendit p\u00ebr kontroll dhe mbik\u00ebqyrje t\u00eb ekzekutivit, nd\u00ebrsa nuk \u00ebsht\u00eb mbajtur asnj\u00eb seanc\u00eb mbik\u00ebqyr\u00ebse.<\/p>\n<p>Deputet\u00ebt e opozit\u00ebs ishin m\u00eb aktiv\u00eb n\u00eb pjes\u00ebmarrje n\u00eb diskutime, duke marr\u00eb pjes\u00eb n\u00eb 62% t\u00eb diskutimeve t\u00eb monitoruara, nd\u00ebrsa deputet\u00ebt e shumic\u00ebs mor\u00ebn pjes\u00eb n\u00eb 38%. N\u00eb foltore m\u00eb s\u00eb shpeshti fol\u00ebn dhe m\u00eb s\u00eb shumti q\u00ebndruan n\u00eb foltore deputet\u00ebt Bojan Stojanoski dhe Pan\u00e7o Minov.<\/p>\n<p>Raporti konfirmon gjithashtu v\u00ebmendjen e ul\u00ebt t\u00eb vazhdueshme t\u00eb deputet\u00ebve ndaj t\u00eb drejtave t\u00eb grupeve t\u00eb margjinalizuara, gjat\u00eb t\u00eb gjitha periudhave t\u00eb monitorimit. U vu re se deputet\u00ebt n\u00eb pothuajse 86.8% t\u00eb diskutimeve t\u00eb tyre, nuk trajtojn\u00eb t\u00eb drejtat e grupeve t\u00eb margjinalizuara, p\u00ebrve\u00e7 rasteve kur diskutohet n\u00eb m\u00ebnyr\u00eb specifike p\u00ebr nj\u00eb ligj apo tem\u00eb t\u00eb caktuar n\u00eb rendin e dit\u00ebs q\u00eb lidhet me t\u00eb drejtat e tyre.<\/p>\n<p>Kultura e debatit t\u00eb deputet\u00ebve n\u00eb Kuvendin ton\u00eb, e mb\u00ebshtetur me argumente t\u00eb qarta dhe t\u00eb q\u00ebndrueshme q\u00eb mb\u00ebshtesin drejtp\u00ebrdrejt q\u00ebndrimin e mbrojtur, \u00ebsht\u00eb n\u00eb nj\u00eb nivel relativisht t\u00eb ul\u00ebt.
