Instituti p\u00ebr Demokraci u b\u00ebn apel t\u00eb gjith\u00eb aktor\u00ebve politik\u00eb dhe drejtuesve t\u00eb partive p\u00ebr sjellje t\u00eb p\u00ebrgjegjshme dhe shtet\u00ebrore ndaj t\u00eb gjitha sfidave t\u00eb momentit. P\u00ebr k\u00ebt\u00eb arsye, n\u00eb vazhdim Instituti d\u00ebshiron t\u00eb theksoj p\u00ebr publikun disa nga k\u00ebto procese ky\u00e7e:<\/span><\/p>\n<p><b>Kuvendi \u00ebsht\u00eb plot\u00ebsisht jofunksional <\/b><span style=\"font-weight: 400;\">dhe nj\u00eb s\u00ebr\u00eb ligjesh, disa prej t\u00eb cilave jan\u00eb thelb\u00ebsore p\u00ebr mir\u00ebqenien e qytetar\u00ebve gjat\u00eb pandemis\u00eb, mbeten t\u00eb bllokuara. P\u00ebr shkak t\u00eb munges\u00ebs s\u00eb dialogut politik, Kuvendi bllokohet sa her\u00eb q\u00eb shumica nuk mund t\u00eb siguroj\u00eb kuorum ose kur p\u00ebr ndonj\u00eb ligj propozohen mijra amendamente. Kjo shkat\u00ebrron reputacionin e institucionit i cili ka\u00a0 p\u00ebrgjegj\u00ebsi t\u00eb madhe n\u00eb menaxhimin e kriz\u00ebs dhe n\u00eb kontrollimin e ekzekutivit. Prandaj, Instituti konsideron se jan\u00eb t\u00eb nevojshme hapat e m\u00ebposhtme: Duhet t\u00eb vendosen kufizime n\u00eb rregullatoren Kuvendore p\u00ebt t\u00eb krijuar ekuilib\u00ebr midis mund\u00ebsis\u00eb s\u00eb p\u00ebrdorimit t\u00eb mjeteve p\u00ebr t\u00eb parandaluar legjislacionin (p.sh. filibustering) dhe funksionalitetit t\u00eb procesit legjislativ; n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, \u00ebsht\u00eb e nevojshme t\u00eb forcohet kontrolli i ligjeve t\u00eb miratuara n\u00ebn &#8220;flamurin Evropian&#8221; dhe me procedur\u00eb t\u00eb shkurtuar. N\u00eb kushte pandemie, duhet t\u00eb mund\u00ebsohet onlajn (p\u00ebrmes internetit) puna e deputet\u00ebve, si n\u00eb shumic\u00ebn e parlamenteve n\u00eb bot\u00eb, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mbrohen si deputet\u00ebt ashtu edhe sh\u00ebrbimi parlamentar, por edhe t\u00eb ruhet vazhdim\u00ebsia e pun\u00ebs s\u00eb Kuvendit. Sipas sondazhit vjetor p\u00ebr pun\u00ebn e Kuvendit, kjo mas\u00eb mb\u00ebshtetet nga shumica e qytetar\u00ebve dhe duhet t\u00eb hyn n\u00eb fuqi sa m\u00eb shpejt q\u00eb t\u00eb jet\u00eb e mundur. Kushtetuta e lejon k\u00ebt\u00eb mund\u00ebsi p\u00ebrmes formulimit &#8220;prani&#8221; pa hyr\u00eb n\u00eb detaje se p\u00ebr \u00e7far\u00eb pranie b\u00ebhet fjal\u00eb, nd\u00ebrsa q\u00ebllimi \u00ebsht\u00eb q\u00eb t\u00eb kemi institucion funksional, e jo justifikime p\u00ebr bllokimin e tij. <\/span><span style=\"font-weight: 400;\">Praktika e bllokimit t\u00eb seancave p\u00ebr shkak t\u00eb mosmarr\u00ebveshjes me shumic\u00ebn parlamentare duhet t\u00eb marr\u00eb fund. Precedenti i fundit i bllokimit t\u00eb plot\u00eb jo vet\u00ebm t\u00eb nj\u00eb, por t\u00eb t\u00eb gjitha ligjeve p\u00ebr shkak t\u00eb mos miratimit t\u00eb nj\u00eb propozimi t\u00eb vet\u00ebm ligjor \u00ebsht\u00eb nj\u00eb akt i papranuesh\u00ebm q\u00eb shkon drejtp\u00ebrdrejt kund\u00ebr shtetit dhe interesit publik.<\/span><\/p>\n<p><b>Dialogu politik p\u00ebr zgjidhjen e krizave duhet kryesisht t\u00eb zhvillohet n\u00eb Kuvend si sht\u00ebpi e p\u00ebrfaq\u00ebsuesve.<\/b> <span style=\"font-weight: 400;\">Takimet e lidershipit jan\u00eb format jo-transparent p\u00ebr zgjidhjen e mosmarr\u00ebveshjeve politike. <\/span><span style=\"font-weight: 400;\">P\u00ebr m\u00eb tep\u00ebr, ato e delegjitimojn\u00eb Kuvendin dhe mohojn\u00eb rolin e kujdestarit t\u00eb sovranitetit t\u00eb \u00e7do qytetari. Kjo praktik\u00eb \u00ebsht\u00eb m\u00eb s\u00eb paku e d\u00ebshirueshme n\u00eb drejtim t\u00eb demokratizimit t\u00eb shoq\u00ebris\u00eb son\u00eb.<\/span><\/p>\n<p><b>Regjistrimi \u00ebsht\u00eb operacion statistikor jasht\u00ebzakonisht i r\u00ebnd\u00ebsish\u00ebm, nga i cili varet zhvillimi shoq\u00ebror. <\/b><span style=\"font-weight: 400;\">Pas 20 vjet\u00ebsh, vendi yn\u00eb nuk ka luksin t\u00eb planifikoj\u00eb zhvillimin e tij n\u00eb baz\u00eb t\u00eb vler\u00ebsimeve t\u00eb lira, por mbi treguesit statistikor\u00eb objektiv\u00eb. Prandaj, implementimi i tij duhet t\u00eb jet\u00eb prioritet. Sidoqoft\u00eb, mungesa e mb\u00ebshtetjes unanime nga t\u00eb gjith\u00eb aktor\u00ebt politik\u00eb, thirrjet p\u00ebr bojkot si dhe etnizimi i procesit nga zyrtar\u00eb t\u00eb lart\u00eb shtet\u00ebror\u00eb krijojn\u00eb kontekst destabilizues. Proces i diskutuesh\u00ebm dhe i nj\u00ebansh\u00ebm pa besim t\u00eb gjer\u00eb qytetar jo vet\u00ebm q\u00eb do t\u00eb krijoj\u00eb baz\u00ebn p\u00ebr politika t\u00eb pap\u00ebrshtatshme, por do ta shtyj\u00eb m\u00eb tej shoq\u00ebrin\u00eb n\u00eb nj\u00eb vorbull t\u00eb rivaliteteve nd\u00ebretnike dhe intra-etnike. Ky skenar mund t\u00eb godas\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb pakthyeshme kohezionin shoq\u00ebror, duke rrezikuar p\u00ebrfitimet e Marr\u00ebveshjes Korniz\u00eb t\u00eb Ohrit dhe Ligjit p\u00ebr P\u00ebrdorimin e Gjuh\u00ebve. Aktor\u00ebt politik\u00eb duhet t\u00eb p\u00ebrmbushin disa nga rezervat q\u00eb u shpreh\u00ebn n\u00eb lidhje me regjistrimin dhe t\u00eb ndalojn\u00eb llogaritjet etnike p\u00ebr t\u00eb, si dhe thirrjet p\u00ebr bojkot. <\/span><span style=\"font-weight: 400;\">Maqedonia e Veriut duhet t\u00eb implementoj regjistrim q\u00eb do t\u00eb mb\u00ebshtetet nga t\u00eb gjitha pal\u00ebt edhe n\u00ebse kosto e k\u00ebsaj \u00ebsht\u00eb shtyrja e implementimit t\u00eb tij p\u00ebr disa muaj.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrve\u00e7 zbatimit t\u00eb reformave t\u00eb planifikuara p\u00ebr t\u00eb vendosur standarde evropiane n\u00eb vend, <\/span><b>Maqedonia e Veriut duhet t\u00eb krijoj pozicion t\u00eb harmonizuar shtet\u00ebror drejt sfidave p\u00ebr fillimin e negociatave me Bashkimin Evropian.<\/b><span style=\"font-weight: 400;\"> Kjo k\u00ebrkon gadishm\u00ebri shtet\u00ebrore p\u00ebr dy \u00e7\u00ebshtje ky\u00e7e. <\/span><span style=\"font-weight: 400;\">S\u00eb pari, negociatat me Bullgarin\u00eb duhet t\u00eb kryhen brenda korniz\u00ebs s\u00eb Marr\u00ebveshjes s\u00eb Fqinj\u00ebsis\u00eb s\u00eb Mir\u00eb dhe Miq\u00ebsis\u00eb, por ekskluzivisht jasht\u00eb korniz\u00ebs negociuese me BE-n\u00eb dhe me konsensus shtet\u00ebror mbi mospranimin e interpretimit t\u00eb nj\u00ebansh\u00ebm t\u00eb rr\u00ebnj\u00ebve historike Bullgare t\u00eb identitetit maqedonas. Nga ana tjet\u00ebr, struktura nacionale p\u00ebr negociata me BE-n\u00eb duhet t&#8217;i p\u00ebrshtatet Metodologjis\u00eb s\u00eb re t\u00eb Negociatave dhe t\u00eb drejtohet nga ekip i spikatur dhe profesional, n\u00eb vend t\u00eb kuadrove partiake.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Qeveria duhet t&#8217;i trajtoj\u00eb t\u00eb dyja \u00e7\u00ebshtjet me seriozitet, p\u00ebrkushtim dhe urgjenc\u00eb, duke u konsultuar me partit\u00eb politike t\u00eb p\u00ebrfaq\u00ebsuara n\u00eb Kuvend, p\u00ebrfaq\u00ebsuesit e shoq\u00ebris\u00eb civile dhe komunitetin shkencor. <\/span><b>P\u00ebr m\u00eb tep\u00ebr, qeveria duhet t\u00eb siguroj\u00eb q\u00eb k\u00ebto dy \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme t\u00eb mbesin t\u00eb imune ndaj partizimi gjat\u00eb procesit t\u00eb negociatave p\u00ebr ky\u00e7je n\u00eb BE.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Duke pasur parasysh mbivendosjen e t\u00eb gjitha k\u00ebtyre proceseve kritike, n\u00eb moment shum\u00eb specifik t\u00eb pandemis\u00eb bot\u00ebrore,<\/span><b> Instituti p\u00ebr Demokraci u b\u00ebn apel aktor\u00ebve politik\u00eb t\u00eb tejkalojn\u00eb paragjykimet, suet\u00ebn dhe interesat e tyre t\u00eb deklaruara etnike dhe partiake n\u00eb interes t\u00eb vendit ton\u00eb dhe qytetar\u00ebve t\u00eb tij.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Pandemia na ka m\u00ebsuar se politik\u00ebb\u00ebrja e p\u00ebrgjegjshme nuk mund t\u00eb lihet p\u00ebr t\u00eb ardhmen, sepse \u00e7mimi \u00ebsht\u00eb i lart\u00eb dhe ne e paguajm\u00eb at\u00eb menj\u00ebher\u00eb. B\u00ebjm\u00eb thirrje p\u00ebr p\u00ebrgjegj\u00ebsi dhe bashkim si kurr\u00eb m\u00eb par\u00eb &#8211; nj\u00eb opozit\u00eb konstruktive dhe nj\u00eb qeveri e p\u00ebrgjegjshme.
