[vc_row][vc_column][vc_column_text css=”” animation_duration=”1″ animation_delay=”0″]The selection of senior managers in the state administration is currently carried out through different procedures and criteria set out in various sectoral laws, resulting in a fragmented and inconsistent appointment model. The adoption of a new Law on Senior Civil Service has been identified as a key measure under the Public Administration Reform Strategy (2023\u20132030). <\/span><\/p>\n

The law should not only improve the functioning of the administration, but also serve as a foundation and model for fostering the professionalisation of all employees in the public administration.<\/span><\/p>\n

The initiative to adopt a new law is a positive step; however, it does not introduce substantive reform: it fails to limit partisanship and politicisation, does not establish clear selection criteria, and leaves the administration vulnerable to clientelism and political influence.<\/span><\/p>\n
