Our activities focused on the most important issues such as the development of democracy, good governance, fight against corruption, support for our country towards EU integration and fostering of regional cooperation.

Thanks to the dedicated work of our colleagues from the three main centers, which are the pillars upon which our mission and vision are built and are the driving force of our work for a better society, we managed to achieve visible results and inspire change.

The Center for European Integration continued to monitor and support the country’s integration into the European Union and foster regional cooperation. The Center for Parliamentary Support and Democratization worked to strengthen the transparency and accountability of the Parliament and other democratic institutions, while the Center for Good Governance focused on combating corruption and building effective institutions by implementing a number of research, training and capacity-building activities.

The successes of the Center for European Integration

The Center for European Integration played a major role during 2024 in monitoring of our progress in the Berlin Process.

One of our significant successes in this field is that the “Parliamentary Dimension of the Berlin Process” event that was organized on 9th of October in the Bundestag was recognized in the conclusions of the Berlin Process summit. The event was attended by MPs from the Western Balkans and the Bundestag, representatives of the Parliamentary service and think tank representatives who spoke about the importance of the Parliaments participation in the Berlin Process, specifically in monitoring the common regional market and the green agenda. We are proud that, in the conclusions of the Berlin Process Summit, this event was welcomed as a forum of key relevance for strengthening of parliamentary cooperation.

IDSCS also led and coordinated the group on “EU Integration and the Berlin Process” at the Civil Society Forum and think tank. The work of this group resulted in a series of policy recommendations that were presented at the main Forum, which took place from 9 to 11 October 2024 in Berlin.

As part of our efforts, a Government working group has been established within the “Investment Screening Mechanism – Preserving Security and Public Order in the Western Balkans” project, vested with a task to establish a model for national mechanism for screening of foreign direct investments, which ensures continuity of the work that has been done so far. The Institute for Democracy, together with its partners, will continue to provide its support in this area.

The Center for Good Governance activates the citizens to raise their voices against corruption

At the Center for Good Governance, the year of 2024 was dedicated to building capacities and opportunities. We promoted the “Reagiraj” application, we worked with the youth wings of the political parties and improved the inter-institutional coordination in combating corruption.

We also developed the “Reagiraj” platform, which was an activity implemented within the framework of the “Citizens Against Corruption” project. Our intention is to assist in terms of a key detail that is part of the chain between the civil discontent and the anti-corruption activism. “Reagiraj” allows the users to express their disappointment, disagreement, but also anger, in a constructive manner and through specific actions that demand responsibility and improvement of the situation. In the past four months, almost 6,000 users have reacted to actions related to problems with the public transportation, pollution, the way public money is spent in education, the inefficient system for dealing with and preventing fires, and the lack of transparency of the public institutions.

The 2024 was election year, where we worked with the youth wings of the political parties in improving their knowledge of the negative effects of corruption and learning about anti-corruption tools. The project “Instigating Debate on Accountability and Anti-Corruption” was supported by the National Endowment for Democracy in which 30 representatives gained new knowledge and skills for policymaking in four modules. In parallel with this, we also prepared a collection of anti-corruption recommendations that civil society organizations have made in the past five years, which helped political parties improve their anti-corruption offer in their election programs.

The Center continued to strengthen the inter-institutional cooperation in the course of 2024. The focus was on the Parliament, so we continued the dialogue with the Committee on Political System and Inter-Community Relations on future priorities for anti-corruption work by the MPs. In the course of the year, the USAID’s Partnership Against Corruption successfully improved the coordination between the State Commission for Prevention of Corruption and the Public Prosecutor’s Office, while the coordination mechanism was expanded to also include the State Audit Office, the Bureau for Public Procurements and the Inspection Council. This is a significant step towards improving the efficiency of prosecuting corruption and use and deployment of the limited resources that these institutions have.

The Center for Parliamentary Support and Democratization is strengthening the capacities of the institutions

Our Center for Parliamentary Support and Democratization has played a significant role in its respective areas of activity during 2024. We have strengthened the institutional capacities of the Parliament and the State Audit Office by providing more than 80 scholarships for academic studies, trainings and courses for the employees of these institutions. The scholarship holders benefited from the Swiss Scholarship Program and are currently improving the capacities of their home institutions with the help of the acquired knowledge and skills.

The Center also made a significant contribution towards greater transparency and accountability of the Parliament. We supported the creation, implementation and monitoring of the Parliament’s Action Plan for Open Government Commitments, which provides for greater citizen involvement in the work of this institution. This Plan has a high level of implementation.

In 2024 we continued our support for the MPs in fulfilling their mandate in more efficient and effective manner, by regularly monitoring the quality of the debate in the Parliament and by monitoring the citizens’ perceptions regarding the work of this institution. The MPs received information regarding their work, as well as recommendations for targeted training and education aimed at resolving the challenges they face. The Center also encouraged democratic reforms in the internal structures of the political parties. We do this by supporting the processes aimed at increase of integrity of the political parties by surveying the attitudes of the citizens as well as the attitudes of the membership and leadership of the political parties. The results obtained have been shared with the political parties and based on the findings, a program to improve the situation will be created.

In the course of 2024, thanks to the dedication of our teams, we continued to build the foundations for a better society. We inspire change through our work and strive to achieve long-term results that will strengthen the democratic processes and institutions in the country.

This past year of 2024 was dynamic and challenging, but at the same time inspiring for the entire team of the Institute for Democracy “Societas Civilis”.
