Institute for Democracy \u201cSocietas Civilis\u201d \u2013 Skopje (IDSCS) and Centre for Eastern Studies (OSW) organised the final event of the pilot phase of the Think Balkans project titled \u201c<\/strong>Regional cooperation in the Western Balkan and EU accession<\/em><\/strong>\u201d<\/strong> on 28 January in Warsaw, Poland.<\/p>\n

At the event, Western Balkans (WB) experts presented the two papers \u2013 \u201cEuropean Union New Methodology and its long-term impact on accession negotiations\u201d<\/a> and \u201cThe Impact of Regional Organizations and Initiatives in the Western Balkans\u201d<\/a>.<\/p>\n

The welcoming remarks were delivered by Mr Marko Troshanovski,<\/strong> President of IDSCS<\/em>.<\/p>\n

\u201cThe idea of this pilot phase of the project was to build upon the experience and success of Think Visegrad and to establish a similar mechanism between the Ministries of Foreign Affairs (MFAs) and the think tank community in the WB. As this kind of regional cooperation is a novelty, we hope that in this pilot phase we succeeded to reach a certain point of trust between the MFAs and the think tank organisations\u201d, said Troshanovski.<\/p>\n

The first paper titled \u201cEuropean Union New Methodology and its long-term impact on accession negotiations<\/em>\u201d was presented by Mr Zoran Nechev,<\/strong> Head of the Centre for European Integrations within IDSCS.\u00a0 Nechev focused on the process of implementing the New Methodology and its impact in North Macedonia and Albania.<\/p>\n

\u201cThe fourth revision of the EU accession methodology lays on four elements. The first and the most important element essential for success of the Methodology is the political commitment. And this document did not create it, instead the situation now is much worse than in 2019. Once again, the accession process is in stalemate\u201d, said Nechev.<\/p>\n

The second paper titled \u201cThe Impact of Regional Organizations and Initiatives in the Western Balkans<\/em>\u201d was presented Ms Nedzma Dzananovic,<\/strong> Professor at the University of Sarajevo and Researcher at the Humanity in Action (HiA). She discussed the challenges and the success stories in researching the current processes of regional cooperation in the WB.<\/p>\n

\u201cThe policy paper on regional cooperation in the WB and its impact was one of the topics of interests of the MFAs, but just as we started our research, it turned out to be one of the hottest political issues in the region. This makes our contribution on this matter very timely presented\u201d, stated Dzananovic.<\/p>\n

In the following panel, the co-authors of the papers contributed to the discussion. Mr Vladimir Medjak,<\/strong> Vice-President of the European Movement in Serbia discussed the New Methodology from Serbian perspective.<\/p>\n

\u201cMethodology would improve the process if fully applied, which today is not the case. The progress is reduced to box ticking exercise instead of making a societal change as it was said in the Methodology itself\u201d, said Medjak.<\/p>\n

Ms Donika Emini<\/strong>, Executive Director at CiviKos Platform focused on the challenges rising in establishing regional cooperation in the WB.<\/p>\n

\u201cThe discussion on regional cooperation is becoming more complex, and we already have overlapping regional initiatives and the paper shows all of the reluctances and challenges in establishing cooperation in the WB\u201d, stated Emini.<\/p>\n

Ms Alba Cela<\/strong>, Executive Director at the Albanian Institute for International Studies (AIIS) discussed the impact of the New Methodology over Albania.<\/p>\n

\u201cWe tried to focus on how the internal reforms in Albania, specifically the justice reform is aligned with the New Methodology, however we have not seen the Methodology being implemented and that is accumulating disappointment in the enlargement process\u201d, said Cela.<\/p>\n

Finally, Mr Nikola Mumin<\/strong>, Executive Director at Politikon Network summarised the discussion points and reflected on the New Methodology impact in Montenegro.<\/p>\n

\u201cEven though the New Methodology doesn’t truly fully apply to Montenegro in its truest form, implementation of its core principles can result in more focused reforms inside the country\u201d, noted Mumin.<\/p>\n

The event was moderated by Ms Marta Szpala<\/strong>, Senior Fellow at the Central European Department at Centre for Eastern Studies (OSW).<\/p>\n
