The Report is part of the project Regional Platform for Fight against Corruption in Southeast Europe, supported by the European Union, which is part of the USAID Program for Fight against Corruption.&nbsp;<\/span><\/p>\n<p><span>The Report presents data from research conducted in nine countries: Albania, Bosnia and Herzegovina, Bulgaria, Kosovo, Macedonia, Serbia, Turkey, Croatia and Montenegro, and it was prepared by the SELDI initiative (Southeast European Leadership for Development and Integrity) whose member is also the Institute for Democracy \u201cSocietas Civilis\u201d \u2013 Skopje (IDSCS). The charge d\u2019 affairs of the Ambassador of the USA, Mr. Putney said: \u201cThe report confirms that despite the adequate legal frame, the law enforcement is still a remaining problem to be solved in Macedonia. There is still much to be made in terms of the transparence, integrity, conflict of interests, ethics and law enforcement, as well as the whistle-blowers protection. The Government should show the necessary political will and encourage those fighting for accountability and transparence with real instruments\u201d. &nbsp;Martin Klauke, Head of Cooperation in the Delegation of the European Union also had his address. \u201cIn the last period, the EU started a great number of regional and local projects directed towards fight against corruption and even a greater number are waiting for an approval. This means only one thing \u2013 corruption is becoming a serious problem in this region and the EU gives its helping hand. The fight against corruption seeks a wide front, the responsibility is not only among the political elites, the police, the anti-corruption institutions and other governmental bodies, it is also among the media, the civil society and the citizens as a whole. Only when all the large social groups and the individuals would say \u201cno!\u201d to corruption can a real progress be made\u201d, &#8211; said Mr. Klauke.&nbsp;<\/span><\/p>\n<p><span>The report was presented by Daniela Mineva, Researcher in the Center for the Study of Democracy (CSD), while Munir Podmuljak, the Executive Director of the Partnership for Social Development in Croatia, talked about the Croatian experiences in the fight against corruption. According to the research, the involvement of officials in corruptive transactions in SEE is very high, which shows that the administrative corruption is a massive phenomenon. The corruptive pressure from the officials is the main factor, which statistically influences the level of involvement. Many of the countries where both the involvement and the pressure are high, are also characterized with a low resistance to corruptive pressure. In terms of the policy priorities, two significant changes in the approach to anticorruption were made \u2013 changing the focus from petty to grand corruption and criminalization of a wider specter of public service abuses. Mutual deficiency of all the nine SELDI countries is the discredited autonomy of the different Inspection and Law Enforcement Bodies.&nbsp;<\/span><\/p>\n<p><span>When preparing the Report, Corruption and Anticorruption Assessment System was used, adjusted to the social and institutional surroundings of Southeast Europe and the victimization approach based on a research, applied in the Corruption Tracking System. The assessment refers to the period of 2013-2014. The project Regional Anticorruption Platform is financed by the European Union and it is conducted by the Center for the Study of Democracy in Bulgaria and its partners.
