Macedonia in the accession negotiations for joining the European Union will use a model involving civil society organizations and experts outside the capacity of the civil service. The negotiation structure will contain 35 working groups and is similar to the model introduced by Montenegro. It is envisaged that special funds will be allocated for each of the groups to overcome the problems that have arisen in the experience of Montenegro where, due to lack of funds, CSOs are not fully capable to follow the complete process. CSOs will be included in the working groups according to the topic that correspond with their field of expertise.
