How to improve the inclusion of CSOs in service provision

In Macedonia, a large number of CSOs are working as service providers in various fields. However, the state still does not have established mechanisms according to which the CSOs would be recognized as relevant partners in the delivery of services.

The research that preceded the preparation of the public policy document included CSOs that provide social protection and assistance, education, health and legal aid services. The activities that are implemented by the state institutions in the field of social protection are not always sufficiently backed by an adequate analysis of the users’ needs, or by proper allocation of financial, expert and other capacities. That provides an opportunity for participation of the CSOs with a supplementing effect for the efforts provided by the state institutions. These situations can typically be found in geographical areas in which the state institutions are not operating, and the capacities for implementation of the activities is lower. Accordingly, that shortage is supplemented by activities implemented by the CSOs.
