Parliament Watch: Report on the Quality of Debate in February

In February 2015, the MPs in the Macedonian Parliament had the minimum of elaborations with two or more arguments, while they most often had weak elaborations, insufficient to be considered a full argument, since the beginning of the monitoring (June 2014).  During this period they yet again could not prove the rightfulness of each other’s arguments, thus remaining in their “trenches”. Only one MP changed his position, without offering any explanations. 
 
What’s peculiar in February is that the female MPs, although smaller in number (35%) debated more than the male MPs. Female MPs constituted 57% of all the monitored discussions. They were also dominating the number of replies and counter-replies. 
 
During this period the MPs mostly discussed the parliamentary questions, the proposal of the Law on Permanent Employment, the amendments to the Law on High Education, the Law on Electronic Communications and the Law on Customs Administration. 
 
The Opposition composed of 10 MPs had the highest share in the discussion of 29%, same as January 2015. 
 
The conclusion is that the public yet again remained deprived of a quality debate on the legal decisions discussed in 2015. The chance for testing the validity of the expressed arguments and the opportunity for their disputing or amending was missed once again.
