Parliament Watch: Report on the Quality of Debate in November

In November, the speeches of the MPs did not provoke any of the other MPs to change their positions. At the same time, there was no interest or readiness for changing the views and positions for the sake of better arguments, expressed by other MPs in the debate (“force of better argument”). 
 
The Opposition MPs and the female MPs decreased their participation in the total discussions on the monitored sessions in November, compared to the previous two monitored periods, on behalf of the increased share of the leading parties’ MPs and the male MPs. In general, the number of replies and the level of argumentation in the speeches of the MPs decreased, compared to the previous month. In November there was an increased number of external participants in the parliamentary discussions due to more public debates and due to the parliamentary questions session.

The most discussed topics that challenged the attention of the MPs in November were the parliamentary questions, the Law on Payments of Contributions from Compulsory Social Security and the establishing of an activity agenda on the Community Relations Committee. 
 
The small number of replies and counter-replies after the speeches failed to test the validity of the expressed arguments through debate. Thus the public yet again remained deprived of a quality discussion for part of the legal decisions.
